Cannot get index server to work

I have set up an Index server catalogue for a FrontPage web but cannot get
the search page to use that Index. In the Computer Manager console, I can
see the the catalogue has been setup properly, and the site has been indexed
because I am able to query the catalogue. However, when I do insert a search
page, it seems to want to use the WAIS search engine.

The relevant code in the html reads as follows:

I've tried setting "useindexserver" to 1 using a text editor, but when I
reopen the file, it's always set back to 0.
