Cannot get external fax/modem to work

I have an old, external Dynalink V1456VQE 56K fax/data modem that I
want to use for faxing inbound/outbound. This is on a Windows XP
professional system. However, when I try to send, I get the error that
there is no dialtone. However, if I issue the ATDT<num> from
hyperterminal it does work (ie I can hear it dialling and it does
connect).

I am not sure if this is an issue, but in order to get the fax modem
to work from hyperterminal, I had to go into control panel and add the
Extra Settings, of X3 for the modem.

Also, the modem was purchased in NZ but I am trying to use it in
Australia.

The software I am using is the Fax console etc that is bundled with
XP.
