cannot get al my files

My hard drive failed and I managed to get it going
but "Document and settings" will not allow me to access it
any more as I set up security of my directory.
How can I access it now ???

password on some folders on the old hdd and now I can't
access them (I get "Access Denied"). I can't boot from
the old drive because I have a completely new hardware
setup and Windows just cycles because it can't handle the
changes. I know the old password, I just need to be able
to enter it in so I can copy my files across. Surely
this is not an uncommon problem??
