Ever since I had a new hard drive installed, I cannot read, write or
format discs on the floppy drive. The drive is detected, I hear it
struggling and the device manager says it is working properly, but it
tells me the disc is not formatted (these are formatted discs with
content written on them) and after several tries I get "A// is not
accessible". Windows tells me the driver is valid and I have
uninstalled it and re-installed it and still no luck. Any suggestions
would be appreciated.

Check your cabling, then, if it still won't play - swap it out.
