Cannot generate a primary transform

I am generating a patch file for one of our products. I created two directories for the admin images. The MSIs in the respective directories have the ProductCodes the same and the ProductVersion has moved from 4.1.0 to 4.3.0. I am using a modified pcp file which I have successfully used to create patches for another product. When I run msimsp it concludes with a "Cannot generate a primary transform" error. Examinatioj of the log file shows everything as it should be in the header, the list of files it found to be different, and finally the error message. It never gets to the stage where it performs the diff on the differering files.

I had this working a week or so ago and am at a loss to know what has changed so that I now get this error. Any suggestions would be appreciated. I can send the pcp file if required.
