Cannot Format Floppy

Asustek A7v8x mobo, new AMD 2200
XP Pro

I can read the A: drive, but I cannot format it either
undr My Computer or at Command Line.

Under Command line msg says A: drive is busy.
Even upon disabling Norton Anti Virus still busy.

Under My Computer msg just Cannot format drive, no error
number.

Any idea besides KB 140060.

This is a new install from a shop, but I am starting to
wonder about their ability.

I did an install of Home Edition on Landlords machine
with no problem. I could format the same disk on his
machine. So the Disk is good in that respect.
