cannot find system*.mdw

Hi people, would really appreciate some help with this.
Installed OfficeXP on win2k TS all works fine except
Access 2002. Users have to be added to local admin group
to run Access otherwise it comes back with cannot find
c:\documents and setting\%username%\...\system7.mdw. (the
mdw file name increments with each time you try i.e
system8.mdw etc)
