cannot find drivers for any usb device

Whenever I plug an USB device into my pc (Targa pic with oem windows xp home
and up-to-date) I get a message 'new hardware found' and then a message
explaining that it needs to look for the device driver.
I select the defaults in the wizard but at the end it says it can't find a
device driver and the usb device cannot be used.

However, on all other pc's I don't have any problems installing these devices.
E.g. on my win 98 pc I simply say search in 'windows/options/cabs' and it
finds the driver.

Any idea what path I have to type in for win xp in order for it to install
the devices?

PS: apologies for posting this really basic question but I've searched the
msoft knowledge bases and the best I found was 314464 which didn't really
help.
