First, you shouldn't need to reinstall WinXP very often. Maybe never. You
need to figure out why you THINK you need to reinstall it. What is causing
that situation?
Second, you don't reinstall WinXP from Safe Mode. You reinstall it by
setting your computer to boot from the CD drive, rather from your hard
drive. Then you put the WinXP CD-ROM in the drive and reboot - and follow
the prompts. To reinstall just WinXP itself without losing your installed
applications and data, follow Microsoft's instructions for an "in-place
upgrade":

This is not a quickie solution. It will take as long as a new install, and
you will need to visit Windows Update as soon as you get your firewall and
antivirus back in place to be sure that you have the latest Service Pack and
later Critical Updates - better plan on half a day.
Even a non-genius (your description, not mine) can learn how to do this for
a LOT less than $100. And you won't be at the mercy of the "dummy" next
time.
