Cannot enter safe mode

I find that I cannot enter Safe Mode in Vista Home Premium X64. If I attempt
to enter Safe Mode, it appears that I am booting into Safe Mode but I am
taken to my account in Vista. I have tried Safe Mode, Safe Mode with
Networking but they don't work.

Any ideas?
