cannot enable welcome screen

When i start my computer, instead of going to the windows
XP welcome screen, it starts up to the classical windows
log-on screen. I tried adjusting the settings in users
section of the control panel (control panel > user
accounts > change the way users log on and off), but my
computer seems to not recognize the change. When i
enable both the welcome screen and the switch users
feature, it recognizes either and forces me to sign out
before i can switch users. How can i fix this problem
and enable my welcome screen once again?
