Cannot Enable Cookies

I have a Dell Inspiron 5100 Laptop. Everytime I try to login to my passport
(going to www.hotmail.com) I get an error message on the web page that the
cookies are not enabled. I have gone to Tools->Internet options. Clicked
the security tab and set the internet zone to low security. I then with to
the Privacy tab and enabled all cookies to come in. I still ge the same
message and cannot login to passport.

Also:

IE Tools>Internet Options>Privacy>Sites> type in

hotmail.com
passport.net
msn.com

and Allow All Cookies for each, in turn.

Then reset Internet zone to Medium or higher for your security.
