Thanks, we are getting there.
1. I removed the Gateway desktop theme and the Administrator entry under
User List (in the Register) came up. Oddly, it has the value of 1
(enabled), but it still does not come up. Even stranger, an Administrator
came up in a Windows Welcome screen when I was logged on as a different user
and I tried to switch users, but it asked me for a password and I don't have
any password set for it. I tried to log in in Safe Mode and there is not
password for Administrator. Why would it come up under a different user
when I try to swicth, but not in the initial screen. (I've been moving
around some user folders, and I suspect that some folders may have become
out of synch. I may need to re-create my user profile under a new user with
the folders in their default location.)
2. I have two set of folders for Administrator under Documents and Settings.
How can I figure out which one to eliminate?
3. I still get the error of "ClassFactory cannot supply requested class"
when I try to get into the "Change the way users log on and off". The
switches there are still off.

If you're editing the Registry manually, you may have to create the
Administrator value in the UserList subkey. Right click in a blank area of
the right pane and select New, Dword value and name it Administrator.
For the Welcome screen issue, are you using some 3rd party theming program?
If so, restore your themes to the Windows defaults, and uninstall the
theming program. They are known to cause a number of issues with XP.
