Cannot edit .UDL file?

Running XP Pro SP3.

When I double click a .UDL file to change the ADO database connection
properties I now get the error "Foo.udl is not a valid Win32
application". This has alway worked in the past, although it has been
several months since the last time I edited a UDL.

What must I reinstall or configure to get this working again?

solution to the problem
