Cannot edit paste using Windows Explorer

Has anyone experienced the problem where you cannot edit
copy and edit paste any file using Windows Explorer? When
you select a file then Edit Copy to another location on
any hard drive the Paste command is not listed. I've tried
it using the menu and mouse functions ie, left clicking
and right clicking.
