The scanner creates a picture of a document... you could edit it with a
picture editor, but that's not terribly useful if you want to edit text. For
that, you need to use OCR (optical character recognition) to convert the
scanned image into text. Microsoft Office Document Imaging (available in
Office, but I'm not sure if it's installed by default) can do this, and
there might be a utility that came with your scanner that does it as well.
