Cannot drag/resize app windows flush with Taskbar

Hello.

When I attempt to drag the bottom edge of an application window down to set
it flush against the top edge of the Taskbar (I have my Taskbar at the bottom
of the screen), I am able to continue dragging the window edge below the top
edge of the Taskbar.

I would like to be able to "bump" the window edge down to the top of the
Taskbar, without going past it. I believe that is the default XP behavior,
but somehow my system is not doing this anymore.

If I maximize an application window, the bottom edge of the window will be
set flush against the top edge of the taskbar.

I am using the Classic Start Menu. I have the Quick Launch toolbar enabled
(but no others enabled).

I have the "Keep the taskbar on top of other windows" option checked in the
Taskbar properties dialog. Actually, it does not matter whether that option
is checked or not - I experience this behavior either way. Locking the
Taskbar does not have any effect, either.

I am running XP Pro with SP2. I have two displays (LCD panels), a 20" and a
17". Windows is configured to extend the desktop across both displays. The
Taskbar only displays on the 20" display. My screen resolution is
1600x1200x32bpp on the 20" display, and 1280x1024x32bpp on the 17" display.

If anyone has any ideas on how to correct this behavior, I would appreciate
it. Thanks.

I think you're not getting an answer because what you are asking about is
not a default for Windows. Non-maximized windows can be placed anywhere on
the desktop - above or below the taskbar. Even off screen if that's where
you want them to be. There may be a third party utility that makes the
taskbar act as bottom boundary but I'm not aware of any.

Thank you, Sharon, for the reply - I really appreciate it.

I do want to make clear that I am attempting to re-size an application
window, not move the entire window itself. I agree that a window can usually
be moved anywhere on the desktop, including underneath the taskbar.

Since my original post, I installed XP SP2 on another brand-new computer
(there's just a single display on this one - and the taskbar is in the
default location at the bottom). After the install, most re-sizable windows
behaved as I expected - when dragging the bottom edge of the window down to
the taskbar, the mouse cursor wouldn't go below the top edge of the task bar,
effectively putting the bottom edge of the window flush with the taskbar.

I did note a couple of windows that displayed the trait of allowing the
bottom edge to be resized below the top edge of the taskbar. I cannot recall
at this time which applications exhibited this behavior.

I guess I will just have to live with the behavior on my dual-display
machine - I have not seen any other refererences to this issue anywhere.

You're welcome, Pete. I think this must be an "application specific"
feature. Just about every program that I try resizing, will extend below
the taskbar. You, on the other hand, appear to have a few that use the
taskbar as a "stop." Interesting observation on your part and an
interesting idea on the part of those programmers...

PS: Had a thought... I wonder if this feature was a part of the software
for your dual monitor setup. Some have utilities that include "virtual
desktops" and other settings. Perhaps you ticked off a setting in this that
confined program windows to a specific monitor. That kind of optional
setting might regard the taskbar as a "hand's off" area when resizing
windows.
