Cannot Drag & Drop icons/prgms to quick start bar ??

On a computer with a new WinXP installation in an Exchange Server based LAN I can not
drag & drop icons resp. prgms to the quick lauch bar on the bottom.

Why?

Yes, I disabled "Lock the taskbar"

In SysTray all running prgms appears as normal
