Cannot drag and drop icons on desktop

I have a problem which popped up spontaneously.

I cannot drag and drop icons on my desktop. In fact, when I try to
reposition an icon between 2 existing icons, the horizontal "I" between the 2
icons showing the desired move to position does not show up as normal.
Instead, XP usually tries to move the icon to within the icon nearest to
where I have dragged it, ie, tries to move it in the context of a move/copy
and place the icon within the nearest target icon.

In other words, if I want to move the icon to next to the recycle bin, it
will try to place the icon within the recycle bin rather than next to the
recycle bin, no matter how accurate my mouse placement is and the horizontal
"I" does not appear between the recycle bin and the adjacent icon.

I do not have auto arrange checked, nor align to grid, nor lock web items on
desktop. I do have show desktop icons checked.

This only recently started happening.

Any fixes will be appreciated. Thanks.

When I UN-checked Auto Arrange, the horizonal "I" lines did not appear.
Checking or unchecking Align To Grid had no effect in that regard. When I
RE-checked Auto Arrange, the horizontal lines re-appeared.
