Cannot download program

I cannot delete emails from my deleted items box, I have tried many times to
download recommded programs to fix this however when the program is nearly
downloaded i get a message saying the program could not be installed. How can
I fix this?

I don't know which "program" you are talking about, but Microsoft
has a patch for that problem:

http://support.microsoft.com/default.aspx/kb/941090
"Messages may be stuck in the Outbox when you use Windows Mail on a
computer that is running Windows Vista"

That page offers two download options. Unless you know for sure
you have 64-bit Vista, use the 32-bit download option.
Also, it only mentions "Outbox", but it works with all folders.
