cannot download emails in Outlook - it runs at 100 B speed

Have over 1300 emails waiting to download and Outlook is stuck on trying to
download the 1st email and less than KB speed - no other emails (Yahoo &
AT&T) or internet problems exist. THought it was a Norton email scanner
problem but after uninstalling Norton problem still goes on.
