We have a problem where all of our PC's (over 200, all Windows 2000) have
suddenly stopped downloading any files from the internet (Acrobat, Word etc).
When a link is clicked the message "Internet Explorer cannot download XXX
from XXX. Internet Explorer was not able to open the internet site." This
was working fine and then last week suddenly stopped on all PC's. Logging in
as an administrator you can download fine but as a standard user it will not
work. I suspect that a Windows or IE update may have caused the problem but
I cannot find and reference on the Net.

Tools - Internet Options - Security tab. Click "Custom Level". Scroll down
to "File Download" - does it say Disable? If so, try Enable, and see if that
cures it. Needless to say this must be done from the non-Admin accounts...

Thanks for the suggestion. The IE settings are controlled from an AD Group
Policy which has not changed. I also tried creating a local user on one pc
(no group policy) with all IE security set to allow.and it also had the same
problems.

Have those machines recently installed any hotfixes? It might help if you
could find out the hotfix numbers - we may be able to trace a known issue.

Today, all the PC's are working normally! Checked on WSUS and the only
update that looks suspicious is 896688 although I cann't see why the PC's
work today. Thanks for the help.

Any thoughts?

Hi,
I am having the same problem, for about a week now. Have tried all of the
suggested tips within this post, but to no avail. Would really like to
resolve this as I have purchased software over the net, and cannot download
it.
Thank you in advance.

try using firefox instead of IE - it has worked so far for me. I now use both
- tend to use firefox to down load stuff.
