Microsoft had stated this as the case, but now I'm not so sure.. I was
able to make "domain admins" have rights (overtop of the existing
right).. and then replicated the changes to the DC's.. then logged off
and back onto outlook.. and i did have access to accounts that i didnt
before.. so I think group level permissions still work, they just need
to be readded if migrated from say 2003.
