Try this,
Click start; run & type mmc.exe enter
In the file menu of this program select add/remove snap-in
press the add button & double click the Group policy setting.
Click ok; It should autoselect your local computer; press finish
press close; press ok.
Now open the following hierarchy.
Computer Settings/Administrative Templates/Network/Network
Connections
Then double click "Prohibit use of Internet Connection Firewall on your
DNS domain network" and select disable.
Close the mmc.exe (you don't need to save it when it asks for it)
Reboot
This option determines whether users can enable the Internet Connection
Firewall
feature on a connection, and if the Internet Connection Firewall
service can run on a computer.
