cannot deselect "read only" for file sharing

This is a server 2003 box ... i cannot deselect "read
only". I have tried this through "Manage Your Server" ...
the security tab by giving "Full Control" to everyone ...
but it still does not allow Writes.

The box is checked with a gray check and not a black one
so I can only assume there is a persmission i am missing.
And yes I am doing this as Administrator ...

the one problem i see one the secrity tab from explorer I
see the CREATOR OWNER has no Permissions and I cannot
delete it or change the Permissios.

Suggestions.

Is this the check of "read only" or a permission check?

BTW, you might be unable to reset hidden and read only of file is marked
as "system". Try to use the command prompt to

ATTRIB -h -r -s File.ext
