Cannot delete some files or folders

I'm running XP Pro (SP3) on a Dell Inspiron. Here's the situation.

I open a folder that contains several other folders and files. Let's call
one of the folders, "Splunge". If I select this folder, then click the
"Delete" (X) icon on the toolbar, I get an error dialog which says the
folder could not be deleted and to "Make sure the disk is not full or
write-protected and that the file is not currently in use"

If I open the properties window on Splunge it shows (in the Attributes
section) that the folder is Read-only (the box has a smaller rectangular box
in it). If I click on the box, the green square disappears. I then click
apply (BTW, doing attrib from the command line on that folder shows that it
is NOT read-only). If I open up the properties again, the green square is
back. I can delete the folder just fine from the command line, but not from
the folder view.

The folder is not in use so why is Windows complaining when I try to delete
it?

It's probably not empty. Navigate to the folder, delete its contents, move
to a parent folder, then you can delete the target.

You can't delete it because you have it opened. Just open another
folder then delete it from that one.
