There are many "Remove on next boot" type software available, however, I
recommend that you download the [free] program called 'AutoRuns' from
Sysinternals website.
As the name suggests, the program displays lists of ALL softwares
(exe,vxd,ocx,dll,etc,etc...) that are auto-loaded by the system (it is
also very small and easy to use with no 'setup' - just copy to a
folder).
Look for your file (mfc71enu.dll) in one the lists under the tabs and
'deselect' it by clearing the checkbox adjacent to the item.
On reboot, you should have no problem in deleting the file.
Alternatively - you should be able to get rid of any remaining files
from this half-uninstalled feature, by starting the computer in 'Safe
Mode'...
