I had this same problem, and I am not using Exchange. By opening Outlook in Safe Mode (hold control key while opening Outlook) I was then able to delete folders I no longer wanted. I also compacted my archive file, just to make sure folder size was not a contributing factor. Now back in normal mode I can create and delete folders as I please.
