I am signed on as administrator, I have deleted all files
in the directory and no on else is signed on to the
computer but I just keep getting a message that another
user or program is using this directory/file and it
cannot be deleted at this time please close all programs
and try again.

Sometimes a program, such as Word or a background
process, may have open files - that is, files that it can
write to or read from. For example, Microsoft Word
creates temporary files that it does not delete until you
close it.

You cannot delete directories that have open files in
them. Try closing all your programs before attempting to
delete the directory or file.

If there was some program using the files that were
in that directory, make sure it is stopped. Also, make
sure you have no cmd prompt open at that location and
Explorer is not focused there.

Also, sometimes a fresh boot helps, or a longer wait,
as XP closes handles in a lazy fashion.
