Cannot delete dead files in XP

I have uninstalled a program but cannot delete the folder because
there is a file in a sub-folder that windows says access is denied to.

It says the folder contains items whose names are too long for the
recycle bin but there are only 2 files in there with short names -
gm02.sxx and gm02.sol

They are not write protected and not in use.

How can I delete them?

Is there a way of booting to a dos prompt in XP SP2 and using the del
command. I tried pressing F8 but that option wasn't there.

I also tried deleting the files in safe mode but got the same message.

Any help appreciated

To work in a DOS environment:

Start/All Programs/Accessories/Command Prompt.

Open up a cmd window then bring up Task Manager [Ctrl+Alt+Del], close
down Explorer.exe then see if you can delete those folders.
