cannot decrypt- file in use by another process

I have been having some problems with an encrypted
directory. I cannot access any of the files - a message
comes up and says access denied. I am logged in as
administrator to the PC, and the directory is encrypted.
I frequently have to change the name of the PC for changes
in networking at different locations.

I have tried cipher command, but cannot access (view) or
decrypt the files in this directory.

Any thoughts on how to recover my data?
