cannot create or replace folder

I have administrator privileges on my pc, and other users are set up with
limited accounts. However, if they want to create a new folder (on desktop
for example) this can be done, but cannot be renamed or deleted once created
(they therefore end up with an abundance of folders named NewFolder1, 2,etc).
Changing the account to administrator makes no difference, and in any case,
they should surely be able to do this with limited privileges? the error code
I get is;

"file system error (-65537) cannot create or replace folder"

what is wrong and can it be fixed? couldn't find any reference for that
error code on microsoft site.

You might have a file system error. Run chkdsk /f from a Command Prompt.

As an afterthought: If this is a serious file system error then chkdsk
might make some folders inaccessible. Best to back up all your
important files beforehand (but then I'm sure you're backing up
all your important files regularly).

FYI it worked! seems to have fixed problem perfectly! I ran chkdsk /c and
everything now works fine. thanks again.
