Cannot Create the Folder

I have suddenly been denied the opportunity to create folders in Outlook
2003. When I try to create a new folder it prompts an error that says: Cannot
Create the Folder.

My permissions seem correct, our IT resource confirmed this. It's not a
matter of a number limit as I've deleted folders and cannot add new ones. I
can create them in the personal subfolder, but when I try to drag them back
to mailbox it says I cannot do that.

My size limit seems to be under its max.

I need help as to what is going on and how I can fix it.
