Cannot create file in C:\ drive folder

Dear sir,

In Windows XP pro with SP2, I login as power user that I can't create a
*.txt file under c:\. However, I can create folder under C:\. I check the
permission for c:\ drive that everyone have special permission only.
Any Windows settings can I do for power user to create file in C:\ drive ?
