cannot create e-mail accounts

Hallo there

After installing the Outlook (from Office 2000 Pro) on W2k SP3, I can't
create any e-mail accounts... Tools>e-mail accounts clicked, and
nothing happens. No error message, nothing.

Stupidly, I had the same problem some months ago with another Notebook
and I could solve it by changing some system value from 0 to 1 or (the
other way round?), but I really can't remember any more what was
that...

Could any one help me to recall my memory...?
