Cannot Create additional user account

I cannot create an additional user account using WinXP Home.

I am the system admin. Using "user accounts" in control panel, I can create
a new account and give it "limited" proprieties.
When I try to use it, I get the error message, "windows cannot log you on
because your profile cannot be loaded".

I also cannot use the supplied "Guest" account either. Get the same error
message.

Using the KB on MS.com I searched using the error message, was told to
installed the "User Profile Hive Cleanup Service". I did and it didn't work.

Can anybody help? Thanks

On start up tap the F8 key,select safe mode,start xp in administrator mode,
go back and create new account.

Thanks Andrew. I start in Safe mode, but machine hangs when selecting
Administrator mode. Tried 3 times and waited full 10 minutes for something to
happen. Says, "Loading your personal settings". Mouse works but nothing
else. Any other ideas? thanks very much. Rob

Well, so I tried it again and waited 20 minutes this time and was able to get
in Safe Mode as administrator. Created a new limited account.. Restarted
normally. Tried the new account and got the same error message as before.
Bummer.

All the issues you are having indicate that there are problems with your
computer. Unfortunately, we don't have enough information to give you
focused troubleshooting. You could have viruses/malware, bad hardware,
bad software, etc. There is no way to tell from your posts.
