I am trying to publish a modified site over an original using "overwrite all
pages including subsites with FP2003
It starts publishing but after a short time I get the message
"Cannot create _vti,cnf" and the action ceases.
Can anyone help please

Sounds like extensions are corrupted - ask your hosting company to run a
check/fix or server health check or reinstall them
