Cannot copy assembly 'BLL' to file 'C:\Inetpub\wwwroot\ePermitWeb\

I keep receiving this message everytime I build or rebuild my asp. net
application and I am not sure why.

Cannot copy assembly 'BLL' to file
'C:\Inetpub\wwwroot\ePermitWeb\bin\BLL.dll'. The process cannot access the
file because it is being used by another process.

The BLL is a project containing classes and ePermitWen is my ASP .Net
project.

I have tried rebooting my PC and just opening the VS .net environment so I
know I don't have anyother processes running. I have also noticed that each
time I make a change to a piece of code in the ASP .Net project, I have to
delete the dlls in the bin directory or errors occur.

This wasn't happening before and I am not sure what I have done to cause
this to happen.

Any help would be greatly appreciated.
