I cannot connect to Norton LiveUpdate, iTunes, Quicken
Update, or any other such tools. I get messages that say
I am not online, but I am online -- with AOL. This
problem happened out of nowhere, and no tech at AOL or
Microsoft can tell me how to solve it.

Are you the master on your AOL account? AOL blocks many
applications from accessing the internet due to parental
controls of certain accounts.
