CANNOT COMPLETE THE CD WRITING WIZARD

Using WINxp, When I copy a file to the cd-r drive and
click "write this file to disk, it acts as though it's
copying the file(s) but then when it ends I get the
following error message:"CANNOT COMPLETE THE CD WRITING
WIZARD". I changed CD's several times (new cd's from two
different packs) and it still gives me the message on two
different machines. Have you come across this error
message before? If so what do you suggest.
