Cannot click on links in e-mails received

Hi,
I'm using Office Outlook 2003, and Office Home and Student 2007. Today when
I tried to open links in my incoming e-mails, the following message popped up
from Microsoft Office Outlook:

This operation has been canceled due to restrictions in effect on this
computer. Please contact your system administrator.

I am the only one that uses this computer and I'm the administrator, but I
have no clue as to what I did to make this happen. I've been using Outlook
for a long time and thought I had it all down. I'm using Windows Vista.

See the following. This is caused by IE and not by Outlook
