The following will solve the problem partially.
If you press alt+tab, you can switch between programs. You should
notice a program running (alt+tab, then continue holding alt) which
does not have an icon. The name of the program is sp.exe If you close
this program you should be able to browse normally.
I do not know at this time if the program is part of windows or not
(I'm having the same problem on someone else's computer) and if you
find out, please post information. Good luck with solving the problem.
