Cannot click link in an email "restriction in effect" error

When I attempt to click on a link in an email I get a message which reads,
"This operation has been cancelled due to restrictions in effect on this
computer - Please contact your system administrator" and an OK button.
There is only one profile/account within Outlook 2003 and only one user
account on the computer which has administrator rights.
I have recently uninstalled Opera & Firefox, installed Google chrome and
subsequently uninstalled it if this has any bearings. This problem was
evident before uninstalling chrome but I have even gone back to a restore
point before chrome was installed, this being for other problems.
