Cannot change font size, color, weird!

When I am using MS Outlook to send mail I am unable to access the font
options in the ribbon.

Like, composing new mail, all the options are there, however, once I start
typing the message, the ribbon controls go gray.

If I switch mail accounts, sometimes the ribbon activates again - but only
briefly.

any ideas?
