In Outlook 2007 I am unable to change many (but not all) followup flags in
e-mails once I have completed the action.

For those that fail, I initially get a message telling me that the 'The
operation cannot be performed because the message has changed' Any subsequent
attempt simply leaves the flag unaltered, but no message is displayed.

I am not aware that I am doing anything out of the ordinary with these
messages. I simply read them, close them and then set a flag.

Any ideas?

what type of email account? Is 'completed the action' marking the flag
complete or moving on to the next message?
