Cannot change drive label

I am unable to change the label of my hard
drives/partitions. Two are just blank, and one
says "new_volume". I'd like to give them some more
descriptiive names.

Even though I am the administrator, and in the group
Administrators, I get the error "Cannot write label
(label) The media may be write protected." Or the
Error "Invalid Volume Label. You do not have sufficent
rights to perform this operation. (Different error
depending on from where I attempt to change the volume,
i.e. drive properties or disk management tool)

What is going on here???

Does the Administrators group have full control in the security settings for C:?
Does the "label" command at a command prompt do any better?
