cannot change from default htm icon?

's Computer Specifications

pro / sp3 / new install (with office xp)

cannot change from default icon on either htm or html files.

have tried all 'web solutions' incl:
http://support.microsoft.com/kb/935774/en-us to no avail.

any solutions?
