I had a similar problem with Office XP/Outlook 2002 running on Windows XP
Pro, and another problem was not being able to change the "compose new
message" font even when the font button was NOT greyed out. Eventually fixed
it: in the main Outlook menu selected Tools>Options>Mail Format tab and in
the area called "Message format" unchecked the 2 boxes that refer to using
Word as editor/reading rich text.
For me, most problems seem to be when using Word as the HTML editor.
Sometimes you can leave the rich text option ticked and its OK. Having Word
as editor selected also seems to cause other problems, like putting header or
footer information from Normal.dot into the outgoing e-mail message - and it
does this without showing it during the "compose" phase.
Another wrinkle: initially Word seemed to work fine as the editor, but then
problems seemed to arise after I started using the highlight format in
e-mails.
