Cannot Buffer Video Streams

I have a user that cannot view video streams that utilize either quicktime or
windows media player. If the video stream uses a proprietary plug-in, like
some of those found on www.rottentomatoes.com, it will play fine.

The computer is part of a network and has the same configuration. The user
has more extensive rights than most in the network. We are using ISA as a
firewall.

I have done the following to troubleshoot the problem.

I have made sure all proxy settings are the same as every other workstation.
I have made sure Windows Media Player has the same proxy settings.
I have set the internet zone privacy settings to medium.
I have uninstalled and reinstalled Windows Media Player.
I have made sure the user can view local video files.
I have rebooted the machine with no startup services.
I have made sure the files are correctly associated with windows media
player.
I have made sure there are no content filters on the computer.
Audio Streams have no issues.
I have set the buffering controls and internet speed controls to various
different settings within windows media player.

Yet the following still happens.

When you click on the link to a video stream the player, or player embedded
within IE, opens.

It says that it is "connecting to media" after a variable amount of time it
says "ready" but no video or audio is displayed.

The "buffering X%" progress never comes up. Like it does on every other
computer in the network.

The only departure from this is on www.rottentomatoes.com where after a
short wait it asks to save the file locally.

Can anyone shed some light on this issue.

So long as youve set all the options correctly in WMP/tools/options and
"connect to the internet" box is checked.Try downloading windows media
format 9.5 SDK You can find it at the following url

I guess I need to explain myself better.

A lot of the troubleshooting I did was before I found out that the issue is
both in WMP and in Quicktime. So the issue is independant of the program
being used to view the streaming video. Does anyone know what issue would
cause that?
