It would appear you have 3 options.
First, boot the system, start tapping F8, at the menu, choose "Last known
good configuration" and press enter.
If that fails, your second option is (the above must be done BEFORE trying
this option) to boot the system, start tapping F8 but this time choose Safe
Mode at the menu. Safe Mode, assuming you can get into it should give you
an immediate option to go to System Restore. If it does not but you are
able to enter Safe Mode, go to Start\All Programs\Accessories\System
Tools\System Restore and then restore the computer to a time prior to when
this problem started.
Third, you might try contacting Microsoft for a replacement CD, (800)
360-7561.
Fourth, you can purchase a new copy of XP at retail.
There are no downloads to fix a problem such as this as it would entail
having the availability of the entire operating system which could then be
used to pirate the product.
There are downloads that will allow you to backup the registry for restore
under these conditions but it is too late for that right now.
